But don't you think it's strange that they're soliciting manuscripts when their advice includes the unequivocal statement: When you feel your work is ready for publishing you need to get a Literary Agent. I'm also suspicious of Penguin's comment, we also offer specialist advice for aspiring Adult fiction and Children's fiction authors. I hate to be a spoilsport, but I wonder if Penguin is "branching out" into the pay-to-publish realm. Could it be that authors who contact them with worthy projects might receive a response indicating that their work is good enough to be published, but they need some "services" Penguin can offer - for a price, and that if they're willing to pay some of the costs (or guarantee a certain quantity of sales), Penguin can be their publisher? This is a common practice, unfortunately, and way to get authors to foot a good portion of the costs, reducing the risk to the publisher but saddling the author with mounting fees that might never be recouped.
